Another week, another Assembly member is rolling out proposals that put housing providers at risk. Assembly Bill 1157, introduced by Assemblyman Ash Kalra (D‑San Jose), poses a serious threat to rental housing providers across California.

What’s the Deal with AB 1157?

AB 1157 would impose strict statewide rent control by:

  • Capping annual rent increases at 2% plus inflation (max 5%), overriding the current cap of 5% plus inflation (max 10%).
  • Extending this new, lower cap to single‑family homes, condos, accessory dwelling units, and individually owned townhomes, properties that today enjoy more flexibility under existing law.

This bill blatantly ignores the will of California voters, who have rejected stricter rent control at the ballot box three times, Propositions 10, 21, and 33 were each defeated by over 20 points.

Why This Matters

  • A 2% + inflation limit will squeeze margins, making it harder to maintain safe, high‑quality housing.
  • Broadening rent control to singe‑family homes and ADUs discourages much‑needed investment in new housing stock.
  • If passed, AB 1157 paves the way for even tighter regulations in the future, undermining our ability to deliver excellent service and predictable returns.

We need as many providers, managers, and concerned citizens as possible to attend the hearing or submit comments in opposition.

How To Take Action

  1. Submit Written Opposition Share how rent control impacts your ability to maintain and improve your properties.
  2. Contact Your Assembly Member and urge them to vote NO on AB 1157. A brief, respectful phone call can make a big difference.
  3. Spread the Word, forward this newsletter to your colleagues, industry groups, and local landlord associations.
